Article 1. Organization
The Tour of Al Zubarah is organized by Qatar Cycling
Federation, under the regulations of the International
Cycling Union. It is to be held from 16.12.2015 to 19.12.2015 and will comprise of a prologue and three straight stages.

Article 2. Type of event
The event is open to athletes of the Men Elite and U23 category. The event is entered on the UCI Asia Tour calendar. The event is registered as a class 2.2. event. In conformity with the UCI rules 2.11.014, points are awarded as follows:
General classification: 40, 30, 16, 12, 10, 8, 6, 3 for first eight riders.
Stages: 8, 5, 2 for first three riders on the stage
Wearing the leaders jersey per day: 4 points
Article 3. Participation
As per article 2.1.005 of the UCI regulations, the event is open to the following teams: UCI Professional
Continental Team, UCI Continental Team, National team, Regional and Club teams.
As per article 2.2.003 of the UCI regulations, teams must be formed of minimum of 4-four and maximum of 6-six riders.
Article 4. Race headquarters
At the start, the race headquarters shall be open
starting 15.12.2015 at 5.00 p.m. and located at the
following address: Melia Doha Hotel, 61 West Bay
Lagoon Street, Doha, Qatar. Team representatives are requested to confirm their starters and collect their race numbers at the race headquarters from 5.00 – 6.00 p.m. on the 15.12.2015. The team Managers’ Meeting, organized in accordance with article 1.2.087 of the UCI regulations, in the presence of the Members of the Commissaires’ Panel, is scheduled for 6.30 p.m. on the 15.12.2015 at Melia Doha Hotel.
Article 5. Prologue
Riders shall start in one-minute intervals. The starting order is established by the organizer. The riders in the prologue are not to be followed by the team cars. To enable the same conditions, prologue shall be
ridden on normal race bikes, no disc wheels and no fixed
extension to the handlebar.
Article 6. Radio-tour
Radio Tour will be provided via digital radio system. Teams will be provided with radios at the Manager’s Meeting.
Article 7. Neutral technical support
The technical support service is handled by Qatar Cycling Federation. The neutral support is taken care of by means of: two vehicles.
Article 8. Bonuses
Time bonuses, applied only to the general individual classification, are awarded for all straight stages
according to the article 2.6.019 of the UCI regulations.
They concern intermediate sprints and stage finishes and are awarded as follows:
1). 3“, 2“ and 1“ will be awarded to the first 3 riders in intermediate sprints;
2). 10“, 6“ and 4“ will be awarded to the first 3 riders at finishes of stage 1, 2 and 3.
Article 9. Finishing time limits
In each stage, there is a finishing deadline that will be increased by 15 % in relation to the winner’s time.
Time limit may, in exceptional circumstances, be
increased by the Commissaires’ Panel in agreement with the organizer according to the article 2.6.032.
Article 10. Classifications
The following classification(s) will be issued:
a. General classification by time
b. Points classification
c. Best young rider by time U23
d. Best team
General classification by time – yellow jersey
Times of prologue, 1st, 2nd and 3rd stage and time
bonuses are taken into account. The winner of the race is the competitor with minimum total time. In case of same time, the Article 2.6.014 of UCI rules takes place. In the event that two or more competitors are equal on time, any fractions of seconds recorded during
prologue are added to the total time in order to
separate riders. If the order still cannot be
separated, their positions are decided by adding up their placing on each stage. As a final resort, their placing in the latest stage is considered.
Points classification – red jersey
The best competitor by points is the cyclist, who collects most points in stage finishes and intermediate sprints.
At the finish of the stage: 15 – 12 – 9 – 7 – 6 – 5 – 4 – 3 – 2 – 1 for the first ten riders.
Points for the intermediate sprints are as follows:
5 – 3 – 1 points for first three
In case of same number of points, the following rule takes place: 1. Number of stage wins, 2. Number of wins in intermediate sprints and 3. Better overall classification (UCI rule, Article 2.6.017). To be entitled to final general classification prize money, competitors have to complete the entire race with the official time limit.Best young rider by time – U23 – light blue jersey
This competition is restricted to riders born on or after January 1st 1993.The winner of overall classification of U23 is the cyclist, which achieves the lowest total time of the race (UCI rule, Article 2.6.015).
Best team
For the classification of teams, three best times of
cyclists of the same team are taken into account, in case less than three cyclists from the same team
finish the race, the team is not classified. In case of same time Article 2.6.016 of UCI rules takes place
Article 11. Prizes
General classification by time

Points, U23 and team category final classifications

The total amount of the prize money for the 2015 Tour of Al Zubarah is as follows:
Classification for the prologue and three stages 10.468 € General individual time classification 5.234 €
Points classification 1.150 €
Young rider classification 1.150 €
Team classification 1.150 €
TOTAL AMOUNT OF PRIZE MONEY 19.152 €
Article 12. Antidoping
The UCI antidoping regulations are entirely applicable to the event, by the officials appointed. The antidoping tests will take place at finish area of each stage.
Article 13. Awards ceremony
In accordance with article 1.2.112 of the UCI rules, the following riders must attend the official awards
ceremony:
• The first three of the stage
• The leaders of the following secondary classifications:
– General classification by time
– Point’s classification
– Best young rider by time U23
Moreover, at the general finish of the event, the
following riders must also present themselves at the final award ceremony:
• The first three of the event
• The leaders of the following secondary classification: – Point’s classification
– Best young rider by time U23
– Best team
The riders will present themselves at the podium
immediately after crossing the finish line.
Article 14. Penalties
The UCI penalty scale is the only one applicable.
